Odisha's incentive framework is three overlapping state policies plus a handful of central schemes, each with its own quantum, cap and eligibility condition. Choosing the right one per incentive head is most of the advisory value in a DPR.

Odisha MSME Development Policy 2022

Directorate of MSME, Government of Odisha

Capital Investment Subsidy 25% general / 30% reserved category (51%+ stake) on plant & machinery, plus interest subsidy, electricity duty exemption, SGST reimbursement, and a long list of smaller incentives (quality certification, ZED, patent/trademark, technology purchase).

Odisha Food Processing Policy 2022

Directorate of MSME, Government of Odisha

Capital Investment Subsidy 30% general / 35% reserved category, plus a location top-up, a captive solar top-up, and a reefer-vehicle subsidy.

Odisha Industrial Policy Resolution (IPR) 2022

IPICOL / Industries Department, Government of Odisha

Capital Investment Subsidy 20% (Priority sector) or 30% (Thrust sector) of plant & machinery, disbursed as 4%/6% per annum over 5 years from commercial production — plus SGST reimbursement, electricity duty exemption, and power tariff reimbursement.

Prime Minister's Employment Generation Programme (PMEGP)

KVIC / KVIB / DIC

Margin money subsidy — General category: 25% rural / 15% urban (10% own contribution). Special category: 35% rural / 25% urban (5% own contribution).

Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)

SIDBI + Ministry of MSME

Credit guarantee on collateral-free lending to micro and small enterprises. Confirmed cover (effective for guarantees approved on/after 1 April 2025): Micro enterprises 85% up to ₹5 lakh, 75% from ₹5 lakh–₹10cr; a flat 90% for women entrepreneurs and MSEs promoted by Agniveers; a flat 85% for SC/ST, PwD, aspirational-district, ZED-certified and transgender-owned units; 80% flat for NER/J&K/Ladakh; 75% flat for all other borrowers. A further +5% applies in RBI-identified credit-deficient districts.

PM Mudra Yojana

MUDRA Ltd (SIDBI) — refinancer, does not lend directly

Four tiers: Shishu up to ₹50,000, Kishore ₹50,000–5 lakh, Tarun ₹5–10 lakh, Tarun Plus ₹10–20 lakh.

PM Vishwakarma

Ministry of MSME + MSDE + DFS

Certificate and ID card, skill training with a ₹500/day stipend, a ₹15,000 toolkit incentive, and concessional credit — ₹1 lakh for 18 months then ₹2 lakh for 30 months at a fixed 5% rate.

Stand-Up India

Department of Financial Services

Composite term loan plus working capital. Margin 15%, of which the borrower must bring a minimum 10% of project cost. Repayment up to 7 years with a moratorium of up to 18 months. ⚠ Status genuinely unclear at time of writing — see Watch out for.

PM Formalisation of Micro Food Processing Enterprises (PMFME)

Ministry of Food Processing Industries, 60:40 Centre:State, DIC at district level

Credit-linked subsidy of 35% of eligible project cost for individual micro food enterprises. SHG seed capital ₹40,000 per member, group support up to ₹4 lakh.
