Route to the Food Processing Policy 2022 (30–35% Capital Investment Subsidy, cap ₹3.5cr/₹4cr) rather than the MSME Policy — it pays more at every level for a genuine food-processing activity. PMFME adds a 35% credit-linked subsidy up to ₹10 lakh for individual micro units.

Seafood freezing/processing is a service-sector exception eligible from ₹25 lakh, and is usually better routed through the Food Processing Policy 2022 than through PMMSY for a processing (as opposed to farming) unit.

Fruit-based beverages (juices, fruit-pulp drinks) route cleanly to the Food Processing Policy 2022. Plain soft drinks and carbonated beverages are excluded outright on Odisha's negative list, with one exception: fruit-pulp units at ₹1 crore of plant & machinery and above are eligible.

Dairy processing (chilling, pasteurising, ghee, paneer, pouch milk) is not on the negative list and routes to the Food Processing Policy 2022 (30–35% CIS, cap ₹3.5–4cr) rather than the general MSME Policy. Flour and besan mills are on the negative list below ₹1 crore of investment; at ₹1 crore and above they become eligible under the Food Processing Policy 2022.

Packaging for food products (pouches, cartons, tins) generally qualifies under the Food Processing Policy 2022 as ancillary processing infrastructure — distinct from the woven-sack-stitching and general re-packaging exclusions on the negative list, which target non-food or bulk industrial packaging.

₹1 crore + in plant & machinery (per the eligibility threshold — see caveat)

Flagged for verification: Odisha's negative list excludes packaged/mineral water outright with no stated exception in our current data, but this ₹1cr+ P&M threshold suggests a route may exist under the Food Processing Policy 2022 or a central scheme like PMFME. FRK blending is a government-priority activity (used to fortify rice distributed under the PDS and PM POSHAN) and is not on the negative list — it should route cleanly to the Food Processing Policy 2022. This is distinct from plain rice milling, which carries its own ₹10cr negative-list threshold.

₹50 lakh – ₹3 crore (typical, by scale)

Needs a direct eligibility check before advising. Odisha's negative list excludes edible and non-edible oil mills outright with no stated exception, and rice bran oil extraction typically uses solvent extraction — the same process flagged for the Solvent Extraction Plant entry. Don't assume Capital Investment Subsidy eligibility without confirming the specific process against the source policy first.

High Protein Foods

A growing, government-encouraged category (protein bars, fortified atta, millet-protein blends) aligned with the Odisha Millets Mission and national nutrition programmes. Not on the negative list — routes to the Food Processing Policy 2022.

Three routes exist, and picking the wrong one leaves real money on the table: the general MSME Policy 2022 (25–30% CIS, cap ₹2–2.5cr) as a named service-sector exception from ₹25 lakh; the Food Processing Policy 2022 (35% CIS up to ₹5cr plus a power tariff subsidy) for cold-chain/preservation infrastructure; and Odisha's dedicated 2025 cold-storage scheme (50–60% CIS, cap ₹6–6.5cr) run by APICOL, which is now the richest of the three for a standalone project.

₹3 lakh – ₹95 lakh (open-market range, by payload; subsidy costing follows MIDH/PMMSY/NABARD/APICOL norms)

Usually financed as a line item within a larger cold-chain DPR rather than as a standalone project. Odisha's 2025 cold storage scheme explicitly defers refrigerated-van costing to MIDH/PMMSY/NABARD/APICOL norms rather than open-market vehicle price.

Priority sector under IPR 2022. PM Vishwakarma covers the individual-artisan tier (certificate, toolkit incentive, concessional credit) for 18 notified trades — check that the client hasn't already availed PMEGP, PM SVANidhi or Mudra, which disqualifies PM Vishwakarma.
